27th August, 2018        

The Meeting on 27-28 August 2018 started at 10:00 AM. The inaugural session started with the garlanding of the bust of Bharat Ratna Pandit Mahamana Madan Mohan Malviya by the Chief Guest Prof. D. P Singh Ex-Vice-Chancellor, Lucknow University,Prof. D. P. Singh, Chairman, University Grants Commission, Prof. Rakesh Batnagar, VC, BHU, Prof. H.C.S. Rathore, VC, Central University of South Bihar, Gaya,  Prof. B. K. Tripathi, Director, IUCTE, BHU, Dr. Archana Thakur, JS, UGC,  Prof. G. C. Upadhyay, Academic Consultant, IUCTE, BHU.After garlanding the bust of Malviya Ji, the function started with the lighting of the lamp. Dr. G. N. Tiwari conducted the proceedings of the session. Prof. B. K. Tripathi welcomed Chief Guest and other dignitaries sitting on the dais by presenting bouquet. It was followed by “kulgeet”, performed by the students of the Department of Performing Arts BHU. Prof. B. K. Tripathi Director, IUCTE formally welcomed all the guest and the participant.

Dr.Archana Thakur, JS, UGC presented briefly the Roles and Functions of HRDCs. She referred to Radha krishnan Commission 1951, Kothari Commission 1964-66 for preparing competent teachers. Referring to New Education Policy 1986, she briefly touched upon the creation of 48 Academic Staff Colleges in Universities and also highlighted the creation of 66 HRDCs in 2015. She focused on the role of HRDCs in transformation of teachers.

Prof. H.C.S. Rathore, Central University of South Bihar, focused on fostering Quality of Education, particularly in Higher Education. He gave an example of how quantity can be visualised in terms of quality. Referring to market trends, he emphasised about the need for parading shift in Education System. He even pondered upon and questioned whether we should invest at all on courses of humanities.

Prof. Rakesh Bhatnagar, VC, BHU was requested to speak on the topic on “Academic Planning of the HRDCs”. Prof. Bhatnagar provided some thought for Academic Planning, referring to the Teaching and Learning in classrooms. In this context he laid emphasis on how to create interest among learner in subject matter. Giving an example of genetics, how students remain deeply engrossed in experimentation, he indicated toward the sparking in eyes of students when they achieve success.

Prof. B. K. Tripathi, Director, IUCTE presented briefly on Coordination, Convergence and Strengthening of HRDCs. He discussed the need for learning outcomes based teaching learning process. In this context he referred to eight IUCTEs and the PMMMNMTT. For quality, he opined, MOOCs and SWAYAM will prove to be a boon.

Prof. D. P. Singh, Ex-VC, Lucknow University put audience to the olden days when Pandit Madan Mohan Malviya Ji was a teacher here in BHU. He narrated several inspiring instances of Malviya Ji’s thoughts about an ideal teacher. He impressed upon the participants that teacher has Constrictive powers. He was very articulate about putting forth his views on the inclusion of Indology and Theology in Higher Education System.

Prof. D. P. Singh, Chairman, UGC reiterated the need for outcome based learning education in Higher Education. He emphasized about the need to analyse who is a good teacher and who is a quality teacher. He was deeply concerned about preparing youth to face the challenges of present day life. Referring to various initiative recently taken by UGC and resolution adopted he mentioned about the Induction Programme for newly recruited teachers, the need for having a social connect of education i.e. internship of learners in villages for some period, also greater emphasis on research. The social relevance of education can be achieved by Institutional Collaboration for social work with various agencies. Emphasizing the quality of the teachers he was of the view that a teacher has to be a role model, transformer, gender sensitizer. The teacher has to behave and conduct in manner as is conducive to the classroom, campus and the society. He particularly emphasised the teacher has to have a love for learning and love for the learners. At the end of inaugural session Prof. G. C. Upadhyay please vote of thanks.

After the inaugural session there was an interaction session of participants with Prof. D. P. Singh Chairman, UGC. Dr.  Archana Thakur and Prof. B. K. Tripathi.

There were various points placed by participants related to their designation, funding, performance grading of HRDCs, clarity between orientation and induction programme, infrastructure facilities, new guide lines, overlap between TLC and HRDCs, parameters to select Faculty Development Centre, review of HRDCs by neutral agencies and minimum number of participants to run refresher and orientation course, disparity in salary and promotional avenue of the teachers working in HRDCs. Most of the participants raised similar issues. After long interaction with participants and listening to various queries, the Chairman, UGC said that most of the concerns have been already address by the recommendation of the Consultative Committee of three members constituted for this purpose. Which are under the active consideration of the Commission. The other concerns would be adequately addressed by the commission.

In the post lunch session, a presentation by Prof. K. Srinivas, NIEPA was delivered on digital initiative. He suggested that UGC should support creating an enabling infrastructure in each of the HRDCs, both in the form of hardware, software.

This was followed by more intensive discussion with the participants. Dr. Archana Thakur, JS, UGC and Prof G.C. Upadhyay conducted the session.

In the post lunch session, a presentation by Prof. K. Srinivas, NIEPA was delivered on digital initiative. He suggested that UGC should support creating an enabling infrastructure in each of the HRDCs, both in the form of hardware, software.

This was followed by more intensive discussion with the participants. Dr. Archana Thakur, JS, UGC and Prof G.C. Upadhyay conducted the session.

The major highlights of the interaction are as follows:

  • UGC to support creating the enabling infrastructure in each of the HRDCs, both hardware, software and other infrastructure
  • UGC may conduct a workshop for the HRDC Directors on MOOCS
  • Conduct Directors conference at least twice a year/once a year
  • LPPMC guidelines may be modified to include two HRDC Directors in LPPMC.
  • Clear direction about the career prospects of the Teachers appointed in the HRDCs. Service conditions to be on par with other Teachers in University including pensionary benefits.
  • Clarity of those appointed in HRDCs with regard to promotion i.e. CAS for faculty of HRDC.
  • Designation of Professor, Assistant Professor and Assistant Professor as per the earlier XI plan guidelines be retained.
  • Notification with regard to role of multiple agencies
  • NRCs may not be able to give the practical inputs under on-line mode.
  • Whether more than 1 RCs can be conducted on any subject on demand without further financial burden on UGC.
  • Timely Release of funds to HRDCs as advance rather than reimbursement.
  • Release of funds and difficulties in ceiling of Rs 1 Crore.
  • Non-release of funds from 2015-16 to till date.
  • One time settlement of account of HRDCs since X plan, XI plan
  • Disparities in the program duration be removed to link them to career advancement
  • The new guidelines for HRDCs may be formulated at the earliest. A working group may be constituted that may include at least 2 Senior Directors of HRDCs.
  • What about the scale of Technical Asst?
  • RPPMC not formed, not functioning may be removed from the guidelines.
  • Objections on bills submitted on smaller issues such as changes in the nomenclature of faculty may be ignored

 

28th August, 2018        

The program commenced with the welcome of JS (HRDCs) and all the participants by Prof. B. K. Tripathi, Director, IUCTE, BHU. Prof. Tripathi, Dr. Archana Thakur, JS, UGC and G.C. Upadhyay conducted the session. 

The first session started with the presentation of Prof. Anand Vardhan Sharma Pro VC, MGAHU, Wardha on Role of NRCs in the Development of Online Quality Learning Material. He informed that his institution has earlier prepared modules in the area of Hindi Literature and Linguistics under e-PG pathsala. He explained how to organise e-content, each module contents multiple -choice questions, problem Quiz, FAQs etc. He invited HRDCs to use his studio if needed for recording of the module for online courses.

He described the four quadrants and four components (Planning, Production, Posting and Evaluation). Prof. Anand displayed a small video on a Travelogue written by Amrit Lal Beghad  “Saundarya Ki Nadi Narmada”. 

He expressed his concern about durations of the Refresher Courses saying that the duration of presentation of 40 modules, each module of 30 minutes, totalling 1200 minutes or 20 hours only. 

The next presentation was  made by Prof. Anjali Bajpai, Faculty of Education, BHU on the subject “ Induction Programme for the newly Recruited Faculty”, She informed the house that India is probably the second largest System in Higher Education after China and we have almost 1 million teachers in higher Education and justified the need of 3 Months induction program as there is no training for teachers, newly recruited in Higher Education  whereas there is  well established pre-service and in-service teacher’s  training at the school education stage. 

She mentioned the detail breakup of 3 months programme of 9 modules covering 3 modules in each month. The first three modules relate to Pedagogy, Assessment and Evaluation. The remaining six modules are elective modules and could be covered together with first three modules separately. 

She also focused on the need to consider the principles of andragogy as the learners are adults belonging to Higher Education. She tried to differentiate between the Induction and Orientation Programme and made a reference that in Induction Programme there are predefined modules. 

It was an observation from a participant that Faculty Induction Programme may become a pre-requisite for entry into the teaching in higher education. It was also observed by the participants that why all HRDCs are not allotted to organize the Inducation programme. 

Third Presentation was made by Prof. G.C Upadhyay, Senior Academic Consultant, IUCTE, BHU on “Issues of Curriculum and Pedagogy in Higher Education”. In the overall context of quality of education in higher education he discussed some of the Systemic problems like lack of opportunities for on -job training, lack of career guidance, access to practical training, negative perceptions about some of the professions like Nursing, Social Work etc; and low level of understanding of the basic concepts among learners before entering higher education. He discussed some the issues of Teaching Learning, challenges related to assessment of learners in Higher Education, aspects related to teaching skills, pedagogic theory and professional skills of teacher’s. 

In the last session the suggestion from participants was obtained under the following headings.

  1. Academic: Quality Education.
  2. NRCs and Induction Programme.
  3. Training of Director’s and Faculty of HRDCs.
  4. Coordination among HRDCs and Convergence with other similar agencies.
  5. Financial and Administrative support.
  6. Infrastructure facilities.

Academic: Quality Education

  • Online feedback mechanism of the Resource Persons performance and the program.
  • Impact analysis of the training program conducted
  • Outcome based learning and Online learning to be included in the Orientation program.
  • Experimental areas to be included in the Refresher Courses.
  • Hands on Experiences like SPSS, Tally and other software programme to be included.
  • Blended mode of Refresher programme: Both Face to Face (2 week) and Online (1 week) specially in practice oriented disciplines.
  • Teacher to be engaged with the Community specially in the Orientation programme.
  • Bharat Bodh to be included in the Orientation programs.

NRCs and Induction Programme

  • Creation of facilities in the centre to act as NRCs.
  • Induction program initially of 1 month duration to be made compulsory for all newly Recruited Teachers before joining the Universities/Colleges.
  • All HRDCs should be given Induction Training program.

Training of Director’s and Faculty of HRDCs

  • Directors and the faculties of the HRDCs may be provided opportunity on training, leadership, development of MOOCs, Multimedia and other Web based program.
  • The Director’s of HRDCs can also be given leadership program from time to time of 1 week duration.
  • The training for the Administrative and Technical staff being offered by the HRDCs may be of 1 week duration.

Coordination among HRDCs and Convergence with other similar agencies

  • Sharing of best practices among HRDCs and other similar agencies.
  • Networking, Coordination and sharing of Resources among all the agencies.

Financial and Administrative support

  • One time grand to all HRDCs for development of Infrastructure specially for the preparation of E-content and Online dissemination.
  • Present Ceiling of one Crore to be removed and program & salary expenditure on actual basis.
  • Timely release of funds as advance from UGC and settlement of the back lock on case to case basis at the earliest.
  • Regularising the services of Academic and Administrative staff of HRDCs including Pensionary benefits on par with the regular employees of the University.
  • The guidelines for the CAS for the Faculty of HRDCs at par with the regular Faculty of the University.
  • Nomenclature of the Professor, Associate Professor and Assistant Professor may be introduced (as per the XIth plan guidelines) and Director, Deputy Director and Assistant Director currently in practice may be removed.
  • The appointments should be made on regular bases instead of having persons appointed on adhoc, temporary basis or taken on deputation. The appointment should be through proper selection committee and their services should be counted for all purposes.
  • The working expenses may be raised to Rupees 5 Lakhs, expenses for equipment to Rupees 5 Lakhs and for Library may be 3 Lakhs per annum.
  • Currently we are not paying DA to the participants however, hospitality of Rupees 300 per participant basis may be provided to the HRDCs.
  • There should be an Advisory cum Implementation Committee (ACIC) instead of LPPMC and 2 Directors from other HRDCs may be the members of ACIC in addition to the other members.

Infrastructure Facilities

  • The infrastructural facilities to equip the HRDCs for developing e-content and other Online Resources and other Web based programs may be provided to take up such activities.
